Rikers Island Employment Reentry Program

In 2002, over 25,000 inmates were released from New York City's Rikers Island after serving sentences ranging from a few days to 12 months. Few services existed to help these former inmates as they return to their communities. The Rikers Island Employment Reentry Program was a collaborative effort managed by the Center for Employment Opportunities (CEO) that provided immediate services to facilitate former inmates transition from incarceration to meaningful employment.

The initiative provided an unusual model for reentry. Upon release, ex-prisoners were offered the opportunity to work in a transitional job designed to provide immediate income while imparting the skills and confidence needed to rejoin the labor market. A portion of participants also receive specialized job placement and support services. A particularly interesting aspect of the model was that most of the former Rikers Island inmates were not under criminal justice supervision, and thus their participation in the initiative was entirely voluntary.

P/PV worked with CEO to conduct an evaluation of the Rikers Island initiative, including an implementation and outcomes study.
