Sector Strategies Practicum

The sector strategies prac.ti.cum is a nine-month intensive experience that will foster the development of sectoral partnerships in New York City. Delivered by Public/Private Ventures, with the assistance of the Aspen Institute, and funded by the New York City Workforce Innovation Fund—a partnership of public funders and private foundations that pool resources to spur innovation—and the National Fund for Workforce Solutions, the practicum will provide staff and partners from across participating organizations with an understanding of successful sector partnerships as well as support in developing their own approach.
Background
Across the country, sector strategies are being adopted as an innovative approach to helping low-income people find quality job opportunities while building stronger regional economies. At the federal level, grants through the American Recovery and Reinvestment Act advocate for business workforce partnerships. Seventeen states have participated in the National Governors Association's yearlong policy academy, sharing ways for states to accelerate sector work. In Albany, Regional Economic Transformation grants reflect sectoral principles and state Department of Labor staff are working with the National Network of Sectoral Partners to examine state-level strategies. New York City's own interest is clear with its early support—together with local foundations—of two sectoral initiatives, one in biotech and the other in health care. With the recent opening of two sectoral One-Stop career centers, sectoral employment strategies are front and center among New York City's workforce approaches.
The sector strategies prac.ti.cum
Through an intensive opening retreat, a series of monthly workshop sessions for staff and partners and hands-on technical assistance, organizations engage with national experts as they target industry sectors and engage partners. Work from these sessions feeds into a strategy document that can become the foundation for program and resource development, discussions with key partners and other critical implementation steps. Working with experts from around the country, participating organizations develop sector strategies that answer some of the following questions:
- How do we identify appropriate industries or sub-sectors and develop an understanding of industry dynamics?
- How do we help employers working with our organization to meet their human resources needs beyond just the initial hire?
- With which other institutions and organizations do we need to partner, and how do we create a common vision for action?
- How do we find the funds necessary to implement a sector strategy and build in sustainability from the start?
- How do we influence business to look at hiring and job-quality issues?
- How do we document and communicate our accomplishments?
- What are the systemic changes needed to connect low-income New Yorkers to growth industries in the city?
2010 sector strategies prac.ti.cum—Focus: Healthcare
The second sector strategies prac.ti.cum will run from January to September 2010 and will focus solely on projects in the healthcare sector.
